Opposite

You can see Khmer polices almost every corners of Phnom Penh streets with their mouth ready to blow the whistles. And at most cases, solutions are ended up with some cashes into the police's pocket. They are the ones who pose the law upon others, and of course, upon themselves too. Unfortunately, a few of them (police) act like «គីង្គក់​លក់​ថ្នាំ​ស្រែង».

You see, it's too much different between the mototaxi driver (on the back) and the traffic policeman. No wing mirrors, no helmet, no license plate. Sic!! I'm wondering who is to punish this officer??!!

  1. I saw many polices neglect the law they tell the citizen to obey...The should be punished hundred times more than the normal people...

  2. and the police is without the proper helmet.

    When I went to Cambodia I caught a van taxi from Kompong Speu to Phnom Penh. From KS to PP the van made 3 stops at the various police corners. I asked the van driver why he had to give money, he said he just had too otherwise the police will give him a hard time. At the end of the day after deducting petrol costs, fees to assistant and fees to police, the van driver/owner have little money left for himself.

  4. I agree with you, I feel angry when I saw police who are using law to extort money from innocent people. By the way, the money which is fined runs into police pocket or national budget. Therefore, police are using legislation to make money and support their superiors.

    @Soursdey, @Vutha: Right, the new measure is becoming a lucrative job of the police. To stand at a checking point, the police has to send monthly bribe to their superiors, or face jobless.
